रायपुर। अखिल भारतीय किसान सभा से संबद्ध छत्तीसगढ़ किसान सभा ने केंद्र सरकार के कृषि मंत्रालय द्वारा पिछले पांच वर्षों में अप्रयुक्त 105543.71 करोड़ रुपये की धनराशि वापस करने की निंदा करते हुए इसे कृषि बजट में घोटाला और आपराधिक कृत्य करार दिया है और किसानों के कल्याण के लिए इस राशि के पुनः आबंटित करने की मांग की है। इस चौंकाने वाले तथ्य का खुलासा कृषि एवं किसान कल्याण मंत्रालय की “वर्ष 2022-23 के लिए खाते : एक नज़र में” शीर्षक वाली रिपोर्ट में किया गया है।
आज यहां जारी एक बयान में छत्तीसगढ़ किसान सभा के संयोजक संजय पराते तथा सह संयोजक ऋषि गुप्ता और वकील भारती ने कहा है कि एक ओर तो मोदी सरकार कृषि और किसानों के विकास और उनके लिए बढ़े-चढ़े बजटीय आबंटन की हवा-हवाई दावे करते रहती है, वही दूसरी ओर वास्तविकता यही है कि कृषि के लिए अपर्याप्त बजट को भी वह खर्च नहीं कर रही है। मोदी सरकार की ही यह रिपोर्ट बताती है कि कृषि मंत्रालय द्वारा वर्ष 2018-19 में 21,043.75 करोड़ रुपए, 2019-20 में 34,517.7 करोड़ रुपये, 2020-21 में 23,824.53 करोड़ रुपये, 2021-22 में 5,152.6 करोड़ रुपये और 2022-23 में 21,005.13 करोड़ रुपये खर्च ही नहीं किए गए। यह कुल मिलाकर 105543.71 करोड़ रुपये होती है। उन्होंने बताया कि कृषि, पशुपालन और खाद्य प्रसंस्करण पर स्थायी समिति ने कहा है कि कृषि के लिए पहले से ही अपर्याप्त बजट को भी पूरी तरह से खर्च न करने का नकारात्मक असर कृषि क्षेत्र में बुनियादी ढांचे के विकास, सिंचाई के विस्तार, लाभकारी समर्थन मूल्य सुनिश्चित करने के लिए मूल्य समर्थन और अनुसंधान और विस्तार के कार्यों तथा अनुसूचित जाति और जनजाति की परियोजनाओं पर पड़ा है।
किसान सभा नेताओं ने कहा है कि आज जब देश गंभीर कृषि संकट से गुजर रहा है और बड़े पैमाने पर किसान आत्महत्या कर रहे है, ऐसी स्थिति में कृषि के लिए आबंटित धनराशि की वापसी से स्पष्ट है कि यह सरकार देश में किसानों की दुर्दशा के प्रति घोर उदासीन और असंवेदनशील है तथा उसकी वास्तविक मंशा कृषि क्षेत्र को कॉर्पोरेटों को सौंपने की है। यही कारण है कि वर्ष 2023-24 के बजट में चाहे राष्ट्रीय कृषि विकास योजना हो या प्रधानमंत्री किसान सिंचाई योजना, या फिर बहुप्रचारित प्रधानमंत्री किसान सम्मान निधि, प्रधानमंत्री फसल बीमा योजना, कृषि अनुसंधान और बाजार हस्तक्षेप व मूल्य समर्थन योजना हो — इन सभी मदों में बजट आबंटन में भारी कटौती की गई है।
किसान सभा नेताओं ने कहा है कि धन वापसी का परिमाण इस तथ्य से समझा जा सकता है कि चालू वित्त वर्ष 2023-24 में कृषि बजट 1,25,036 करोड़ रुपए है और यह धन वापसी इस बजट का 85% है। किसान सभा ने मांग की है कि वापस की गई पूरी राशि का पुनः आबंटन किया जाएं तथा सामान्य रूप से कृषि और हाशिए पर रहने वाले किसानों के कल्याण के लिए और विशेष रूप से छत्तीसगढ़ सहित पिछड़े क्षेत्रों के विकास को सुनिश्चित करने के लिए इसका उपयोग किया जाए।

Raipur- Chhattisgarh Kisan Sabha, affiliated to All India Kisan Sabha, has condemned the return of unused funds of Rs 105543.71 crore in the last five years by the Agriculture Ministry of the Central Government, calling it a scam in the agriculture budget and a criminal act and demands for the reallocation of the this amount for the welfare of farmers. This shocking fact has been revealed in the report titled “Accounts for the year 2022-23: At a glance” of the Ministry of Agriculture and Farmers Welfare.
In a statement issued here today, Chhattisgarh Kisan Sabha convenor Sanjay Parate and co-convenors Rishi Gupta and Vakil Bharti have said that on one hand the Modi government keeps making tall claims about the development of agriculture and farmers and increased budgetary allocation for them. On the other hand, the reality is that it is not even spending the inadequate budget for agriculture. This report of the Modi government itself shows that the Agriculture Ministry were not spent Rs 21,043.75 crore in the year 2018-19, Rs 34,517.7 crore in 2019-20, Rs 23,824.53 crore in 2020-21, Rs 5,152.6 crore in 2021-22 and Rs 21,005.13 crores of rupees in 2022-23. This amounts to a total of Rs 105543.71 crore. They said that the Standing Committee on Agriculture, Animal Husbandry and Food Processing has said that not fully spending even the already inadequate budget for agriculture will have a negative impact on development of infrastructure in the agriculture sector, expansion of irrigation, remunerative support prices, to ensure value support and research and extension work and sub-plans for Scheduled Castes and Tribes projects.
Kisan Sabha leaders have said that today when the country is going through a serious agricultural crisis and farmers are committing suicide on a large scale, in such a situation it is clear from the withdrawal of funds allocated for agriculture that this government is extremely indifferent and insensitive towards the plight of farmers in the country and his real intention is to hand over the agriculture sector to the corporates. This is the reason that in the budget of the year 2023-24, whether it is the National Agricultural Development Scheme or the Pradhan Mantri Kisan Irrigation Scheme, or the much publicized Pradhan Mantri Kisan Samman Nidhi, Pradhan Mantri Fasal Bima Yojana, Agricultural Research and Market Intervention and Price Support Scheme — all these, there has been a huge cut in budget allocation across items.
Kisan Sabha leaders have said that the quantum of refund can be understood from the fact that the agriculture budget in the current financial year 2023-24 is Rs 1,25,036 crore and this refund is 85% of this budget. Kisan Sabha has demanded that the entire refunded amount be reallocated and utilized for agriculture and welfare of marginalized farmers in general and to ensure development of backward areas including Chhattisgarh in particular.
