The government will give the order, the police will implement it and the protesting citizens will fight. This is what is going on in our country at present. No one has any social commitment. All government accounts are accounts. The government employees are exploiting the citizens of the country by accepting the slavery of the political leaders. Enforcement will be done by administrative staff officers and police. Who will oppose the government’s policy? Workers, farmers, farm laborers means protesting citizens. The police will use force on those who are protesting in the march and will follow the order. Every leader and government employee will exploit the citizens in different ways and say it is the order of the government. Many mistakes are made. Then one has to run around in the office. Because of this, employment is lost and travel expenses, tea, water and food expenses are incurred. All the citizens must have experienced this in the government department. That is why government accounts are accounts. Their owners are administrative officers and employees.
A divided citizen cannot fight alone. For that, there should be unity of the beneficiaries in every department. And it should not be under the pressure of any political party. It should have independent thoughts. The mill workers and farmers have shown that the workers, farmers and farm laborers who are organized under the leadership of the political party leaders get the right to justice. is given I have been working since 1982 to organize the unorganized naka workers and get them justice rights. When there was no law, the names of naka workers and construction workers were not registered. Their welfare corporation was formed. Maharashtra Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act 2007. Construction and other construction workers form the largest unorganized category. For the purpose of regulating the employment and conditions of service of workers and to take measures for safety, health and welfare, the Government of India has enacted the “Building and Other Construction Workers (Regulation of Employment and Conditions of Service) Act, 1996. ” (Regulation of Employment and Conditions of Service) 2007 also passed. Under this Act the Government of Maharashtra also passed the “Maharashtra Construction and Other Construction Workers (Regulation of Employment and Service Conditions) Act”. According to this notification, Maharashtra Building and Construction Workers Welfare Board was initially established by appointing 5 government representatives. According to Acts 2011, 2015 and 2018, the board was restructured and a tripartite board was established. The board should have three representatives each of the president, government, employers and workers. But for the past few years, there is no labor representative on the board. Many trade unions have demanded this in the agitation. . Hon’ble Devendra Fadnavis Chief Minister’s Corporation got Omprakash Yadav as the President, RSS BJP Praneet Sangh Branch loyal workers were taken on the representative board of the labor union as a reward. According to rule 35 (1) the tenure of the board is 3 years. After 2014 it was suspended. The main objective of the board is to provide safety, health and other welfare schemes to the unorganized building and other construction workers through various schemes. But due to non-registration of names, lakhs of unorganized workers are deprived of the benefits of this welfare scheme. They are deprived because they are not organized. The leaders of the caste leaders do not allow these unorganized workers to have anything. From time to time, the leaders are conducting mass protest marches and sit-ins from taluka district to state level. In every place, the name of the government remains aside and the conflict is with the administrative officers and the police. Therefore, the triangle of conflict between the government, the police and the agitators is unstoppable.
After preparing all kinds of documents for name registration of unorganized nose workers and building and other workers, the names of these workers are not registered. It takes a lot of effort to get 90 days certificate. Private contractor, government contractor does not give certificate. Owner and place change every day. .One day, the names and numbers of those whose houses were repaired are not easily given if they are asked for their signatures. The working middle class people are afraid that the administrative system may get into trouble by raising issues like income tax, municipal permission. He is also experienced in how government problems are created. Naka workers who earn their living by doing this daily work do not have time to struggle that much every day. That is why 90 days certificate is not available. And the names of workers are not registered. Various organizations are forming fronts and becoming agitators. Therefore, the triangle of conflict between government, police and agitators is increasing instead of decreasing .
The vessel called government is made of rhinoceros skin. Because of this, they use the administrative system every time according to their convenience. Workers, farmers, farm laborers or any citizen, only if injustice is oppressed, they first seek justice by correspondence through Sanad Sheer. Then the character of the government is never in front of the police. The police administrative officers tell these incidents in the ears of the class. Then the officer who is proud of the administrative service forgets the social commitment and points the finger at the minister, i.e. the government. It is not taken seriously. That is why the triangle of conflict between the government, the police and the agitators is increasing. That is why triangular conflict should be avoided. Politicians, rulers and staff officers of all departments are systematically exploiting citizens by showing them that they are customers. That’s why we unorganized workers, naka workers, farmers, agricultural laborers from all sectors should get organized. Keeping in front of the ideal of constitutionalist Vishwaratna Dr.Babasaheb Ambedkar, “Demand does not get and there is no alternative but struggle” if we organize and struggle, we can be successful. That is why the triangle of conflict between the government, the police and the agitators should be avoided by dealing with conflict letters. If not, a show of force is necessary.
